cold patch, what do we mean ?

Permanent  means: when you put it in the hole, it stays there.  In most cases, the road around the patch will break up while QPR remains firmly in place.
Permanent  means: once QPR is placed, it stays there.  Open to traffic IMMEDIATELY -no raveling. QPR can be paved over without milling without the possibility of release.
Permanent  means: QPR adheres to asphalt, concrete, and steel; in summer heat or winter cold. Wet or dry, QPR stays in the hole
